Payment Assistance

It is very important for customers who receive a termination notice and are struggling to pay their water bill to contact DMWW at (515) 283-8700.  DMWW customer service representatives are experienced discuss available options, like payment arrangements or connecting customers with other resources.

Payment arrangements are a collection assistance program that DMWW offers to eligible customers. Customers must honor their commitment to pay or communicate when they are unable to do so in order to remain eligible for this assistance.

Partnered Customer Assistance Programs
DMWW partners with community organizations that administer local, state and federal assistance funding programs.  These outside agencies have established resources and tools to meet with customers and use a formula with specific criteria to determine eligibility for funding programs.

Low Income Household Water Assistance Program (LIHWAP)
Low Income Water Assistance Program (LIHWAP) is available for eligible households for assistance is for charges, fees and taxes for drinking and wastewater services. Benefit payments for qualifying households are made directly to Des Moines Water Works. IMPACT Community Action Partnership is administering the program for Polk County residents. PROJECT H2O
(Help To Others)
PROJECT H2O is a program established by Des Moines Water Works and is funded annually by the Board of Trustees. In addition, contributions from the community are accepted. This program helps in assisting low-income households in Des Moines Water Works’ direct service areas (e.g. Des Moines, Alleman, Berwick, Cumming, Pleasant Hill, Polk County, Polk County Rural Water District #1, Runnells, Warren County and Windsor Heights) with payment of their water bills. Since Des Moines Water Works is a local utility, every dollar you give helps someone in our community.
  • How are recipients selected?  PROJECT H2O partners with Impact Community Action Partnership and The Salvation Army. These outside, nonprofit agencies use a formula with specific criteria to determine who is eligible to receive funds. Each qualified applicant may receive up to $125 annually.
  • Am I eligible to receive funds?  Please contact Impact Community Action Partnership by phone (515) 518-4770 or in person at 3226 University Avenue or 500 Army Post Road, Suite 17, to speak to someone about eligibility requirements and how to apply for assistance. Their hours of operation are Monday-Friday 8:00 am-4:30 pm.  You may also contact The Salvation Army by phone at (515) 282-3422 or in person at 1326 Sixth Avenue, Des Moines.  Their hours of operation are Monday: 9:30 am-Noon and 1:00-3:30 pm; Tuesday, Thursday, Friday: 9:00 am-Noon and 1:00-3:30 pm; and Wednesday: 9:00 am-Noon and 1:30-3:30 pm Appointments for the week are made ONLY by telephone starting at 8:30 am on Mondays.
