DMWW conducts an annual Cost of Service study to determine the costs to serve each customer class and service area. The most recent Cost of Service study is available for viewing: 2024 Cost of Service Report .
DMWW completed a water rate affordability study in 2023. Raftelis Financial Consultants concluded there is not a widespread water affordability problem in DMWW’s service areas; however, there are still households with low income who may struggle to pay their water bill. DMWW prepares a Five-Year Capital Improvement Plan (CIP) on an annual basis to plan for large capital projects necessary to maintain a healthy water system, provide a high level of service to customers, and meet growing customer demands in the region.
