PROJECT H2O (Help To Others) is a voluntary program established by Des Moines Water Works to accept contributions from customers to help in assisting low-income households in Des Moines Water Works’ direct service areas (e.g. Des Moines, Alleman, Berwick, Cumming, Pleasant Hill, Polk County, Polk County Rural Water District #1, Runnells, Warren County and Windsor Heights) with payment of their water bills. Since Des Moines Water Works is a local utility, every dollar you give helps someone in our community.
How are recipients selected?
PROJECT H2O partners with Impact Community Action Partnership and The Salvation Army. These outside, nonprofit agencies use a formula with specific criteria to determine who is eligible to receive funds. Each qualified applicant may receive up to $125 annually.
How do I contribute?
Contributing is easy. Simply complete the printable pledge card and indicate whether you would like to make a one-time donation or a monthly pledge. Mail or drop off your pledge form, along with your contribution to:

Please contact Impact Community Action Partnership by phone 515.248.6216 or in person at 1618 6th Avenue, Des Moines, to speak to someone about eligibility requirements and how to apply for assistance. Their hours of operation are Monday-Friday 8:00 am - 4:30 pm.
You may also contact The Salvation Army by phone at 515.282.3422 or in person at 1326 Sixth Avenue, Des Moines. Their hours of operation are Monday: 9:30 am-Noon and 1:00-3:30 pm; Tuesday, Thursday, Friday: 9:00 am-Noon and 1:00-3:30 pm; and Wednesday: 9:00 am-Noon and 1:30-3:30 pm. Appointments for the week are made ONLY by telephone starting at 8:30 am on Mondays.
